National study assessing the capabilities and capacity of Canadian voluntary sector organizations operating in emergency management. The study combines a literature review, case studies and results from a survey on volunteer capabilities and capacity in emergency management. The study also examines questions related to training, governance and resilience in light of the Sendai framework. The study was completed by the Canadian Red Cross, on behalf of the Voluntary Sector Working Group of Canada’s Platform for Disaster Risk Reduction. The study was funded by Defence Research and Development Canada.
